Each rank has specific requirements to be completed.  The requirements are detailed in the Scout handbook.  The Scout learns by doing.  The Scout demonstrates what he has learned to the Scoutmaster or a Troop Committee member and they sign off on the completed requirement.  After a Scout has completed all requirements for rank, he has a Borad of Review.  Board of Reviews are conducted by members of the Troop Committee.  When the Scout completes his Board of Review and is certified for advancement, the Scout is recognized at the Troop's next Court of Honor.
